Position Overview and Responsibilities:

This is an advanced level professional environmental position that is responsible for providing technical and scientific support in the implementation of a statewide program for the assessment and remediation of Department of Defense (DOD) and National Aeronautics and Space Administration (NASA) contamination sites. The incumbent is required to participate in OSHA Safety Training. The duties of the position include the following:

• Serves as Remedial Project Manager (RPM) responsible for Department of Defense contaminated site program management for multiple DOD installations, NASA’s Kennedy Space Center, and/or for Formerly Used Defense Sites (FUDS). Coordinates reviews and tracks assessment/cleanup operations at assigned DOD facilities in accordance with a formal partnership with the DOD and the United States Environmental Protection Agency (EPA) . Provides written and verbal guidance to assure statewide consistency is incorporated in cleanup of sites. As RPM, is empowered with decision-making authority related to work at assigned installations and FUDS.
• Provides technical review of assessment and cleanup related documents, and project management review of other documents, generated by the DOD hazardous waste cleanup programs required by IRP, MMRP, CERCLA, RCRA, State law and rules. Ensures and coordinates technical review of assessment and cleanup related documents, and project management review of other documents, generated by USACE required by CERCLA, RCRA, State law and rules. Provides and/or coordinates technical review of assessment and cleanup related documents, and project management review of other documents, generated by the DOD and USACE, for compliance with Chapters 62-780 and 62-777, F.A.C.
• Actively participates in partnering with DOD, NASA, USACE, or US Environmental Protection Agency (EPA) staff, as appropriate, to enhance and improve the achievement of State and Federal requirements, along with DOD, NASA, USACE, and EPA goals and objectives. Provides guidance and clarification about State rules and regulations, along with Department policies. As requested, attends meetings, conferences, and/or workshops and delivers presentations as needed.
• Provides DEP oversight of DOD, NASA, and/or FUDS field activities as appropriate.
• Provides mentorship and leads training events for internal staff and external stakeholders.
• Performs special duty assignments and attends meetings at the request of supervisor.

• Performs other duties as required.

Required Knowledge, Skills, and Abilities:

• Knowledge of geology, hydrogeology, chemistry and Florida’s groundwater.
• Knowledge of site assessment techniques and methods, including monitoring well construction and sampling, especially for hazardous waste sites.
• Knowledge of the basic principles of contamination remediation.
• Knowledge of state and federal regulations applicable to federal facilities waste cleanup sites.
• Knowledge of regulatory oversight of DOD and FUDS activities.
• Skills in evaluating, analyzing, and interpreting comprehensive scientific/technical data.
• Skills in using Microsoft Suite of products, Adobe and other general office software.
• Skills in the basic concepts of project management.
• Ability to understand and apply appropriate state and federal rules, regulations, policies and procedures relating to environmental programs.
• Ability to write effectively, in a well-organized and understandable manner.
• Ability to evaluate comprehensive technical documents.
• Ability to travel for field work, oversight, training, meetings, and conferences.
• Ability to organize workload and manage time efficiently.
• Ability to establish and maintain effective working relationships with others.

Minimum Qualifications:

• At least four years of verifiable related experience in engineering, environmental science or one of the natural sciences. Post-secondary degrees from an accredited college or university with a major in engineering, environmental science or one of the natural sciences may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

• Valid Driver’s License.
• Travel is required.
• Must be a current Florida Department of Environmental Protection employee.

Preferred Qualifications:

Three years of regulatory inspection/compliance/permitting or other related experience.

Knowledge and experience assessing or remediating waste cleanup sites under CERCLA, RCRA, and the Florida Administrative Code.

Knowledge and experience assessing, remediating, managing, and regulating military munitions cleanup sites.

Knowledge and experience with Federal Facilities partnering, and stakeholder engagement.

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

Applicable Job-Specific License or Certifications:

Must complete 24-hour OSHA safety training course within six months of employment and then attend annual refresher safety courses.
